RCBC Asset Transfer Policy
SCAA strongly supports the RCBC Asset Transfer Policy, which has been formally endorsed by the Board of Directors.
In responding to the requirements of the policy particular attention has been paid to Appendix Three – Evaluation Tool. Comments have been organised to match the Assessment Criteria.
Children and Young People
Improve Educational Achievement among Young People.
The project will assist this objective through providing access to a town archive and associated Information Technology and Communication resources. It will also provide training and education opportunities related to visual and performing arts.
Increase the Number of Young People in Education, Employment or Training Through Improved Engagement
The project will aim to provide work experience opportunities in all appropriate areas of its activities.
Safeguard our Children and Young People
The project will provide a safe and secure series of opportunities, within areas, such as: the skate park, visual and performing arts. The project will also seek to work in partnership with the DoorWays Project to provide other appropriate opportunities for children and young people.
Healthier Communities and Older People
Reduce Health Inequality
The project will enable older people to engage in the visual and performing arts to assist them to develop healthier lifestyles. The project will also engage with Saltburn and District U3A, with which SCAA already has a strong relationship, with a view to assisting further development of its services and user base.
Safer Communities
Tackle Anti Social Behaviour and Reduce Criminal Damage
The project will contribute to this objective by providing positive opportunities for young people through the skate park, a graffiti wall and the range of sporting activities which will be on offer.
Stronger Communities
Redesign our Services to Improve Neighbourhood Delivery in Disadvantaged Communities
With its location in the geographic centre of Saltburn the project will be ideally placed to encourage involvement from people living in the west part of Saltburn, especially the areas where there is a high number of social housing households. The good transport links to all parts of East Cleveland will allow the project to service satellite activities and encourage residents from other parts of East Cleveland to participate in the activities of the project.
Sustainable Communities
Tackle Worklessness and Poverty
By providing facilities and resources for small scale creative and artistic enterprise, the project will act as an incubator to lead into opportunities for enterprise and entrepreneurship, thereby encouraging regeneration.
Deliver Improvements in our Towns and Villages
With its location in the geographic centre of Saltburn, rather than the business centre, the project will stimulate regeneration in an area which has been in gradual decline over a number of years.
Create a regeneration Blueprint for the Whole Borough
We believe that the project will achieve synergy with the regeneration activities being carried out and planned by RCBC.
Reduce our Carbon Footprint
The project will involve replacement of the current heating system by a much lower energy and cleaner model. The project will also include a positive policy to encourage users of the facilities to travel by public transport, bicycle or on foot.
Grow our Tourism Potential to Deliver Economic and Cultural Opportunities
Every aspect of the project will aim to be attractive to visitors to our area and thereby increase the regeneration of Saltburn as a seaside resort. The exhibitions, displays and events will be marketed to tourists.
Promote an Integrated, Efficient Public Transport System
As stated under the key objective: Reduce our Carbon Footprint, we would include a positive policy to encourage users of the facilities to travel by public transport, bicycle or on foot.
